PART A

Prelature Safeguarding Policy (PSP)

Art. 176 (PSP Art. 10)

Before designating persons who will work with minors or vulnerable persons in apostolic initiatives which receive pastoral support from the Prelature, even for an occasional involvement:

a) the suitability of the candidates to interact with such persons should be ascertained through appropriate inquiry and by establishing, in accordance with current legislation, the absence of a criminal record,

b) the candidates are to be provided with adequate training, using the most appropriate means, to help them to understand, identify and prevent risks of sexual exploitation and abuse.

PART B

Regional Safeguarding Policy (RSP)

Art.  177 (RSP Art. 21)

The Coordinator and his Deputies shall work with the Vicar on the management, coordination and auditing of compliance with the safeguarding standards and procedures established in the Local Safeguarding Policies. They shall also foster the provision of training and awareness programmes in the various parts of the Region on the safeguarding of minors and vulnerable persons in accordance with these policies.

Art.  178 | Training and support

Church personnel are trained and supported in all aspects of safeguarding relevant to their role, in order to develop and maintain the necessary knowledge, attitudes and skills to safeguard and protect children.

§1 The Church authority ensures that the induction of Church personnel includes training in the Church’s child safeguarding policy and procedures.

§2 The Church body conducts an annual training-needs analysis that identifies all Church personnel who require training, and develops a training plan based on this.

§3 The Church body ensures delivery at a local level of basic training programmes that are identified and approved by the National Board, as outlined in the National Board’s Training Strategy, where this has been identified as necessary through the annual training-needs analysis.

§4 The Church body ensures that Church personnel who have specific child safeguarding responsibilities have appropriate, role-specific training that is identified and approved by the National Board, as outlined in the National Board’s Training Strategy.

§5 The Church body provides children who access Church-related activities and their parents/guardians with information, advice and support on keeping children safe, and involves them in Church child safeguarding training initiatives wherever possible and appropriate.

§6 The Church body facilitates the provision of an appropriate level of support to all involved with the Church in relation to their responsibilities to safeguard children.

Art.  186 | Mandated Persons Training

§1 The Safeguarding Coordinator, any Deputy Coordinator for Ireland and priests of the Prelature in Ireland are “mandated persons” for the purposes of the mandatory disclosure of information about suspicions of abuse under the Children First Act 2015. 

§2 Training on the statutory responsibilities of mandated persons and designated liaison person under the Act includes the Tusla e-learning training module, Introduction to Children First, which covers recognising and reporting child abuse, the role of mandated persons, mandated assisting, the responsibilities of organisations working with children to safeguard children using their services, and the role of designated liaison persons.
